Mayor's Town Meeting Broadcast - January 26, 2010 State of the City Presentation, February 2010
In mid-July, the Garland City Council met for its annual Goal-Setting Retreat. This day-long session provided important updates on the economic environment in which your city government will operate in the coming years. In his economic overview, Senior Managing Director of Budget and Research Bryan Bradford shared both good and bad news. On the positive side, sales tax numbers are showing an upswing after months of decline and property values appear to have stabilized. Mr. Bradford reminded us that last year we were budgeting in the midst of an economic free-fall. This year he says we appear to have found “the bottom;” however, we don’t know how long it will be before we see sustained signs of improvement. Mr. Bradford told us to expect to see a decline in Garland’s certified tax base for the second year in a row and projected overall revenues in 2010-11 will show modest losses. City staff has worked hard to bring forward viable options for meeting any revenue shortfalls and still maintain current levels of City services. Those details will be presented during budget work sessions in August. One of the keys for Garland’s future is its economic development strategy. The City’s Senior Managing Director of Development Services, Neil Montgomery, provided an update on the findings of the Envision Garland project and an ongoing strategy for investing in Garland’s development and growth. City planners have identified desired locations in Garland for the major building blocks for sustainability: vital neighborhoods, activity centers and employment centers. Citizens will have the opportunity to learn more about goals, principles and policies of future development and weigh in on these land use priorities in a series of public meetings.
